Same reason it would be harassment if they showed up at your house after you bought a gun or ammo.

More and more people are starting vegetables plants indoors to get a jump on the growing season...more and more people are getting into gardening as produce prices continue to increase. Are these people in for police harassment just because they want fresh vegetables to put on their dinner tables? Someone is going to get killed; mark my words.
