No, the arrested has to be mirandized before any questioning.
You are not required to Mirandize an arrested person unless you intend to ask them questions about a specific crime they are suspected of committing.
Officers are not required to keep telling someone to leave for being disruptive. She failed to understand this or ignored it completely and hence arrest was the next step. This officer is a veteran senior sergeant. He knew exactly what to do, kept it calm, professional in front of the cameras and never raised his voice to her once, despite her boorish behavior.

Why? They arrested Teresa Cao at the Capitol in DC for making her statement “except Obama” during the reading of the US Constitution.

You do have to be mirandized when arrested, however, it doesn’t have to be at the exact moment of apprehension.
She probably got the Miranda rights told to her as soon as she got to the police station.
