Not necessarily for foreigners. If you look at Ship Registries from back in the old days on Ancestry.com. you can see that "French" or "Italian" or "British" were used in the "Race" column for whites.
In 1961, "African" could simply be used to mean "Foreign Negro" as opposed to "American Negro".
But, that is all speculation that can be cleared up by simply releasing the original long-form.
As an "Asker", not a "Birther", my questions stand:
1.) Why won't President Obama simply end this circus by releasing the long-form document?
2.) "What is President Obama hiding and why is he hiding it?"

Correct. There was no checkbox it was typed so they could put anything they wanted in there. It’s not odd at all that some visitor from Africa consider himself ethnically “African”.
