If the problem you described is unrelated to the layers in the document - the layers as a mere natural feature of the document, but instead an actual anomaly, then one thing that could explain it would be as if the Hawaii document began as an original PDF Blank Form, created in a PDF “Form” format, and then someone has filled in the blanks on the form; and not a wholly integrated and final “PDF document” where the “form” and the information in the form have been merged as one. But that would make no sense, for a PDF version of a mere copy of an old document.
2) A birth certificate is required for a baptismal certificate and also for required dpt immunization shots in Seattle at that time, i.e., 2 months after birth. Should be in a hospital record in Seattle.
3) All hospitals take a footprint of the newborn baby for I.D. That record should also be in Hawaiian hospital.
Now that there is an alleged birth certificate released by Obama, this would be the best time to take this issue to Court. In Court, the plaintiff would be given full opportunity to inspect the “evidence”, scientifically, by experts. I hope some one is working on this already.

You have to leave open the possibility that your supposition is wrong and that this document has been manipulated.But I do :-). I know I am posting a lot about this, and it must look as if I am trying to prove that this thing is real. I do believe it is real, or to be exact, that it being real is the most likely assumption, but I cannot prove that it is real, and I am not trying to, either! All I am saying is that these attempts to prove this document a forgery via the layer approach are futile. If anybody forged this, he probably forged the paper and then gave us a perfectly fine (MRC-compressed) scan of his forgery.
OCR is only necessary when scanning into a document editor such as MSWORD or Pages. Why would ANYONE scan this as an editable document, simply to print it to PDF?
OCR doesn’t come into play here...
Also, note. The pdf file on Whitehouse.gov currently is no longer the original. The current one was created at 12:29pm on April 27. It is now a flat file, and no longer layers in Illustrator... Why the need to do that?

Certain characters will be recognized as text, others will not and will be considered as part of the background paper. Thus the different pixels.

That’s a dead-end. At the time, Hawaii put down as race whatever the parents self-reported it as. People need to stop focusing on that, since it’s a non-issue and is already being cited by the media as evidence that “birthers” are just racist.

Sadly, this episode has convinced me that people from both the right and left are equally susceptible to believing in bizarre conspiracy theories. I used to think this was more of a problem on the left, but watching the lunacy some people are demonstrating here regarding the supposed “fake” birth certificate shows that human nature is what it is and people of all political stripes probably fall for nonsensical conspiracies equally.
It’s over. Hussein produced his long form and that is that. I know it’s probably hard for some people to let go of the birther stuff now that they’ve invested so much time and energy into it, but it really is finished. BHO is beatable in 2012 and with a good candidate and campaign we kick his socialist carcass out of the White House, but it won’t be by banging on a bunch of birther conspiracies that are beginning to sound as insane as the stuff truthers spew.

Yet, this document was not scanned as OCR, since there is no selectable text in the layers. Every layer is a simple image layer.

You will never win. This is just like the missile/contrail controversy (in fact I bet there is a huge overlap between missile believers and long-form doubters). After a certain point nothing matters and whatever you say is just part of the conspiracy.
