So the latest version of events is the courier was the only guy to shoot at the Special Ops team. Look in your photo - his weapon is a green and orange nerf gun or water pistol.
If you figure the house electricity was cut and the SpecOps guys were using NGVs - it would look just like a gun. BANG!
