According to the article this has been standard practice for decades.

The president does his live speech for the video camera, during which time no still cameras are allowed. This is to keep the clicking of the shutters from interfering with the audio. Then the president goes back and walks up to the podium again and rereads a few sentences of the speech. This gives the still photographers a chance to get their shots of him.

Has been since at least Reagan, according to the photogs themselves. Cutlines from the wires state that Obama’s speaking “to photographers,” but it depends on your local copy editors how it appears in your local daily.
