theres a 25 minutes blackout as the raid was happening, so noone in the whitehouse know what happened. That picture is probably taken before the backout or after the raid

My guess is that Panetta had a live feed on the helmet cameras and was updating the WH in real time. A blackout for the administration is a good thing. Want to create some level of deniability if the things get messy during the operation.
