From 2002 to 2010, the United States gave $13.3 billion in security-related aid to Pakistan, and $6 billion for economic assistance. More than $3 billion were requested for 2011.

To put this into perspective, the CIA factbook on Pakistan has its entire GDP being $175B, and its military budget being 3% of that, or about $5B. So US aid is what keeps the Pakistani officer-class able to afford their mistresses. Take away that aid, and they are screwed.

I would not be surprised if the ISI were behind 9/11, for the express purpose of restarting the cash flow that stopped when the Russians left Afghanistan and we lost interest in the region.

They still seem to have money to buy billions in weaponry-frigates, warplanes and soon submarines from the Chicoms. It’s not like they will starve without US aid.
