What's the cost to everyone for adding a whole new layer of bureaucracy?
What's the point of buying a fuel-efficient car if it still going to cost as much to drive?
I don't see any upside to this. It just makes life more expensive. It's Fed Kleptocracy.

What’s the point of buying a fuel-efficient car if it still going to cost as much to drive?... Some states want a flat fee per annum on fuel efficient cars IN ADDITION to gas taxes, user fee taxes and licenses. So what good does it do to get one of the monstrously expensive junkers? You will FEEL good about yourself.

My guess is that if you had time to read the 3,000 page bill the eventually energed, you would find that "green" cars would get another exemption (in addition to the ones they already get).
