Some states want a flat fee per annum on fuel efficient cars IN ADDITION to gas taxes, user fee taxes and licenses. So what good does it do to get one of the monstrously expensive junkers? My guess is that if you had time to read the 3,000 page bill the eventually energed, you would find that "green" cars would get another exemption (in addition to the ones they already get).
