The government had no Constitutional authority to fund the arts to begin with.
Now that’s the real truth of the matter. Just where in Wisconsin State Constitution does it say that it’s the government’s responsibility to “fund the Arts?” From the look of things, I’d have to say that the Legislature actually let Governor Walker down by adding back some of the cut funding.
