The Wisconsin state Assembly passed a Republican-backed bill on Wednesday that will stiffen requirements for voter identification at polling places and was decried by Democrats as targeting their constituents.
The Assembly passed the bill by a vote of 60-35 and sent it on to the Senate, which is also controlled by Republicans. Democrats introduced more than 50 amendments, all of which failed.
The measure was expected to further split the partisan divisions in the state after the recent bruising battle over newly elected Republican governor Scott Walker's successful campaign to weaken public sector union bargaining rights.
Democrats said the new measure, which will require voters to show an approved photo ID before receiving their ballot, was aimed at discouraging many of their constituents, especially college students, rather than addressing vote fraud, which they said was not a serious problem in the state.
Under the legislation, voters will have to present a valid driver's license, passport, naturalization papers or tribal ID to obtain a ballot. Student IDs are allowed but will need a current address, birth date, signature and expiration date.
No college ID used in the state, including the University of Wisconsin campus in Madison, now meets those standards, opponents said. They also argued that the new rules will cost millions of dollars to implement.
Assembly Republican Majority Leader Scott Suder said the bill should not be a partisan issue because it is about protecting voter integrity.
"We are trying to make it more difficult to cheat," Suder said.

Yeah, dead, illegal and nonexistent voters. They need this done in every state AND your signature needs to be on file so when you vote they can compare it. They also need to do away with registering and voting in the same day.
I always have to show a picture id when I vote here in Atlanta. If we’re required to do it in Georgia why not in Wisconsin.
It was required of me every time I voted at the local National Guard Armory here in San Diego. I vote absentee now and no ID is required but I never minded showing mine when asked.

I live in Indiana where we had this law for the past few years. It is so assuring to show your Drivers License photo id when you are signing to vote. It is soooooo easy to. Whenever you have to rent a car or buy liquor or do business at your bank, you have to show id. Why not voting?? Despite a legal challenge, the Indiana law has been upheld. Even democrats are now accepting it.
Every state needs to pass strict voter fraud laws now; with the harshest penalties possible. Without these laws 2012 will be the most fraud wrought election in world history.
Why is it that when Republicans win, everything becomes “partisan” or “poisonous”? The Republicans won FAIR and SQUARE, they received a mandate from the voters.
Every student ID I've ever seen has just a picture and a name, on a blank that has the school's name/logo and the year issued.
Its purpose is to identify students at the school (access to school events, student discounts, etc.), not to be used for legal ID elsewhere.
Student ID with address still doesn't stop students from voting in both their school's state and their parent's state. With drivers licenses, you at least have the requirement that the old license be surrendered when you get a license in a new state.
Not knowing how Wisconsin law already addresses “transient” residents like students, I’d say that they need to do so at the same time that they consider this law. Otherwise, leftist Chicago residents attending college in Madistan get a two-fer, (or more, under the current system.) We need to truly be a one-man-one-vote country.
