Yes, it is. Leveling is always downward, never upward. Healthcare should be up to the individual to decide how much they want/can afford to spend on it.

Leveling is always downward, never upward.

Unless you can be in a position to get the 'waivers' from the panel's decisions (which have to go through congress), or are a congressthing yourself.

At that point, you're past the leveling and existing on your own special summit.
