Introduction: Since his election as President, Barack Obama has appointed approximately three-dozen so-called “czars” to manage various governmental responsibilities. These czars have been described as “super aides” who work across agency lines to push the President’s agenda. CBS News says they “report directly to Mr. Obama and have the power to shape national policy on their subject area.” The lines defining the boundaries of the czars’ power are unclear, however, even to many in Congress.

In most cases there are no confirmation hearings to evaluate the qualifications of the appointed czars, thus they are largely insulated from accountability to Congress. Critics say that such an arrangement threatens to increase the power of the President (who appoints these czars) beyond what is constitutionally mandated. Even the late Democrat Senator Robert Byrd warned that the czar system “can threaten the constitutional system of checks and balances.”

Bersin, Alan (Border Czar)

Was recommended in 1993 by Senator Barbara Boxer (D-California) and nominated by President Clinton as U.S. attorney for San Diego, though he had no prosecutorial experience and almost no criminal-law experience.
Served as the Attorney General Janet Reno’s Southwest Border Representative from 1995-1998, coordinating law enforcement on the U.S.-Mexico border. Though he slowed down the flow of illegals entering California, the number of Mexican illegals crossing the border into other states increased dramatically on his watch. Stressing the importance of humane treatment of immigrants, Bersin focused on suspected smugglers of both drugs and people; said he was not interested in prosecuting “economic migrants.”
Though he had no previous experience in education, he was named superintendent of the San Diego Unified School District in 1998 and held that post until 2005.

Former organizer, negotiator, and research specialist for the Service Employees International Union
During his childhood, he was involved with Habonim, which is a progressive Labor Zionist youth movement that emphasizes cultural Judaism, socialism and social justice.
Said that “The free market is nonsense” and “We kind of agree with Mao, that political power comes largely from the barrel of a gun.”

Brennan, John (Terrorism Czar)

Browner, Carol (Energy and Environment Czar)

Former Legislative Director for Senator Al Gore.
Former head the Environmental Protection Agency under President Bill Clinton and in 1995 she used her position at the EPA to lobby more than 100 grassroots environmental groups to oppose the Republican-led Congress, faxing out documents condemning the GOP’s regulatory initiatives.
She said that global warming is “the greatest challenge ever faced” by the human race.
She served as a “commissioner” of the Socialist International, which is the umbrella group for 170 social democratic, socialist and labor parties in 55 countries.
She served as Chairwoman of the National Audubon Society.
She is currently a Board member of the Alliance for Climate Protection (an organization founded by Al Gore in 2006)
She is currently a Board member of the George Soros-funded Center for American Progress, which has close ties to President Obama.
She is currently a Board member of the League of Conservation Voters.
Following the BP tragedy, the White House commissioned the Secretary of the Interior to provide a safety report on offshore drilling. Secretary Salazar pulled in a panel of seven outside advisors to assist in his analysis of the safety of offshore drilling, and provide recommendations for going forward. A final draft of this report was sent to White House Climate Czar Carol Browner’s office before being forwarded to the president. It was reported that Browner’s staff edited the document to imply that the outside advisors recommended a drilling moratorium, when in fact this was not true.

Holbrooke, Richard (Afghanistan Czar)

Drafted a volume of the infamous 1971 Pentagon Papers.

Holdren, John (Science Czar)

Has repeatedly warned that some form of eco-catastrophe is likely to occur.
Views capitalism as an economic system that is inherently harmful to the natural environment.
Longtime anti-nuclear activist.
Directs the Woods Hole Research Center, whose mission is to “understand the causes and consequences of environmental change as a basis for policy solutions for a better world.”
In 1971 Holdren and Paul Ehrlich warned that “some form of ecocatastrophe, if not thermonuclear war, seems almost certain to overtake us before the end of the century.”
Holdren and Ehrlich (in their 1973 book Human Ecology: Problems and Solutions) called for “a massive campaign … to de-develop the United States” and other Western nations in order to conserve energy and facilitate growth in underdeveloped countries.
Holdren and Erlich and Erlich’s wife Ann (in their 1977 book Ecoscience: Population, Resources, Environment) argued involuntary birth-control measures, including forced sterilization, may be necessary and morally acceptable under extreme conditions, such as widespread famine brought about by “climate change.”
Stated, “I think ultimately that the rate of growth of material consumption is going to have to come down, and there’s going to have to be a degree of redistribution of how much we consume, in terms of energy and material resources, in order to leave room for people who are poor to become more prosperous.”
In the 1980s Holdren opposed the Reagan administration’s military buildup, warning that it would likely “increase the belligerency of the Soviet government.”
In 1984, Holdren served on the editorial board of the Bulletin of Atomic Scientists, a publication whose personnel were accused of providing vital nuclear information that helped the Soviet Union develop its first atomic bomb.
Has held important posts in the Federation of American Scientists, which had strong communist ties, and is still listed as a member of the F.A.S. Sponsor’s Board.
In 1986 Holdren predicted that “carbon dioxide-induced famines could kill as many as a billion people before the year 2020.”
In 2006 Holdren suggested that as a result of global warming, sea levels worldwide could rise by 13 feet by the end of the 21st century.
In the October 2008 issue of Scientific American, Holdren wrote: “The ongoing disruption of the Earth’s climate by man-made greenhouse gases is already well beyond dangerous and is careening toward completely unmanageable.”
Today Holdren characterizes researchers who doubt whether human activity is responsible for global warming, or that global warming even poses a serious threat, as people who “infest” the public discourse with “dangerous” ideas that pose “a menace” to humanity.
From 1987-97 he chaired the Executive Committee of the Pugwash Conferences on Science and World Affairs (PCSWA), an international group of scientists who promote arms control.
In 1995 he delivered a Nobel Peace Prize acceptance lecture on behalf of the PCSWA.
From 1993-2004 he chaired the Committee on International Security and Arms Control of the U.S. National Academy of Sciences.
In 2005 he called on the U.S. to issue a “no first use” policy for nuclear weapons and to eliminate nuclear retaliation as a possible response to chemical or biological attacks.
In 2010 he stated, “The U.S. can’t expect to be number one in science and technology forever.”
He is the chairman of the Advisory Board for Innovations, a quarterly MIT Press journal focusing on solutions to global challenges.
He is a fellow of the American Academy of Arts and Sciences, and a member of the National Academy of Engineering and the National Academy of Sciences.

Jones, Van (Green Jobs Czar)

Became a communist in the aftermath of the 1992 “Rodney King riots” in Los Angeles.
Founded the Ella Baker Center for Human Rights in 1996, which received more than $1 million from George Soros’s Open Society Institute.
Was active in the anti-Iraq War demonstrations organized by International ANSWER, which was a front group for the Marxist-Leninist Workers World Party.
Served as a board member of the Rainforest Action Network and Free Press/
Black activist with strong anti-white views.
During his years at Yale, Jones served as an intern with the San Francisco-based Lawyers Committee for Civil Rights (LCCR), which views the U.S. as an irredeemably racist nation and “champions the legal rights of people of color, poor people, immigrants and refugees, with a special commitment to African-Americans.”
He was a committed Marxist-Leninist-Maoist, who viewed police officers as the arch-enemies of black people, and who loathed capitalism for allegedly exploiting nonwhite minorities worldwide.
He became a leading member of Standing Together to Organize a Revolutionary Movement (STORM), a Bay-Area Marxist-Maoist collective that had ties to the Ella Baker Center and also had ties to the South African Communist Party.
Jones helped organize an October 1999 rally in Oakland, California, calling for a retrial on behalf of convicted cop-killer Mumia Abu Jamal.
In 2000 Jones campaigned aggressively against California Proposition 21, a ballot initiative that established harsher penalties for a variety of violent crimes and called for more juvenile offenders to be tried as adults.
In October 2004 he joined a host of notable leftists in signing the 9/11 Truth Statement, which called for a federal investigation into whether President Bush had been privy to advance knowledge of – or perhaps had colluded in – the destruction of the World Trade Center.
In 2005, he said, “I’m willing to forgo the cheap satisfaction of the radical pose for the deep satisfaction of radical ends.”
He then adopted a new approach, which was modeled on the tactics outlined by the famed radical organizer Saul Alinsky, who stressed the need for revolutionaries to mask the extremism of their objectives and to present themselves as moderates until they could gain some control over the machinery of political power.
When he was a member of STORM, he attended a “Challenging White Supremacy” workshop which advanced the theme that “all too often, the unconscious racism of white activists stands in the way of any effective, worthwhile collaboration” with blacks.
In 2005 Jones and the Ella Baker Center produced the “Social Equity Track” for the United Nations’ World Environment Day celebration, a project that eventually would evolve into the Baker Center’s Green-Collar Jobs Campaign.
During the George W. Bush administration, Jones likened the President to “a crackhead” because of Bush’s commitment to oil drilling.
In September 2007, Jones launched Green For All, a non-governmental organization “dedicated to building an inclusive green economy strong enough to lift people out of poverty.” A major funder of Green for All was George Soros’s Open Society Institute.
He has served as a board member of numerous environmental and nonprofit organizations, including the Rainforest Action Network; Free Press; the Apollo Alliance; Bioneers (which accepts the United Nations Millennium Ecosystem Report’s warning that “Human activity is putting such strain on the natural functions of Earth that the ability of the planet’s ecosystems to sustain future generations can no longer be taken for granted”); the Social Venture Network (which aims “to build a just economy and sustainable planet”); and Julia Butterfly Hill’s “Circle of Life” environmental foundation.
He also co-founded Color of Change (COC), an organization that views the United States as a profoundly racist country.
Has given myriad speeches with communist or socialist viewpoints.
When Barack Obama appointed him ‘Green Jobs Czar’ in March 2009, he was a senior fellow with the George Soros-funded, Washington, DC-based Center for American Progress, run by John Podesta, the former Clinton White House chief of staff, and which has close ties to President Obama.
He serves as one of 20 advisers to the Presidential Climate Action Project (based at the University of Colorado), which makes climate-policy recommendations for the Obama White House.

Kerlikowske, Gil (Drug Czar)

As Seattle police chief, he assigned an officer full-time to the drug court, which commuted sentences of drug users who completed medical treatment in lieu of going to jail.
In 2001 he deployed hundreds of police officers to monitor a chaotic area for Mardi Gras in Seattle, but when violent riots (in which one person died) broke out, the police, on Kerlikowske’s orders, waited until the crowd dispersed before moving in to stop the violence.
Advocates strong gun-control measures; urged both the Washington state legislature and the U.S. Congress to pass an assault-weapons ban.
In May 2009, Kerlikowske announced that the Obama administration would no longer use the term “War on Drugs,” calling it counter-productive to his effort to emphasize treatment over incarceration.
Wants to eliminate the sentencing disparity between powder cocaine violations and crack cocaine violations; the latter, which most often involve black perpetrators, are much more severe; Kerlikowske views the disparity as evidence of racism in the criminal-justice system.
Supports needle exchange for drug addicts.

Kundra, Vivek (Information Czar)

One week after President Obama had announced that Kundra would be the new CIO, federal authorities raided Kundra’s old DC government office and arrested two technology office managers, Yusuf Acar and Sushil Bansal, on charges of fraud and bribery that allegedly had defrauded the city out of at least half a million dollars.
In her book Culture of Corruption, author Michelle Malkin observes: “Team Obama emphasized that Kundra had no idea what was going on in his workplace, which employed about 300 workers.”

He serves as an Honorary Co-Chairman for the World Justice Project, which works to lead a global, multidisciplinary effort to strengthen the Rule of Law for the development of communities of opportunity and equity.

Volcker, Paul (Economic Czar)

Served as president of the Federal Reserve Bank of New York from 1975 to 1979 under Jimmy Carter.
In April 2004, he was assigned by the United Nations to research possible corruption in the Iraqi Oil for Food program. In his final report, he criticized Kojo Annan (son of UN Secretary-General Kofi Annan), but did not implicate Kofi Annan in any way. The Heritage Foundation charged that Volcker was not impartial in his research, and called for his resignation.
Strongly endorsed Democratic presidential candidate Barack Obama in 2008 and gave him glowing reviews.
