Did Perry “mandate” ovarian cancer shots, or did he bring it up for discussion and when it was shouted down he took it off the table?

He did it a few months after an election, and he did it quietly on a Friday by executive order without any input from the legislature or parents. He just signed an executive order. It's the kind of thing you expect out of a Democrat, not a Republican.

You can opt out of the program. Besides the “conservative” legislature could still have voted it down.
