Let me try to make a plausible case. Since Perry has been Governor of Texas, Texas has added more than 850,000 jobs, more than all other states combined. Texas has added over 180,000 jobs since August of 2009. That doesn't include he is actually fighting with Obama on various fronts. I also wouldn't be surprised if Palin endorsed him

That doesn’t make him the “top Republican”.
You have to be well known, and thought of by the most people as the “top Republican”.
It really comes down to how famous you are as a Republican.
None of these people are famous enough.
Democrats look for “hot”, Republicans look for “top”.
