US Carriers use certified CAT II, CAT III, and CAT IIIa thru c precision approach systems every day.

The instrument approach that killed Ron Brown was a poorly designed, non-precision approach compounded by pilot-error in mountainous terrain.

.... oh yeah.... in Croatia....

Actually I believe it was a transfer of the ILS beacon from the runway to the mountain....allegedly, with a power down by air traffica controller who died the next day...allegedly.

My point is they were trusting the equipment and the equipment might have led him to the mountain side. I could see why someone would hesitate to trust it in zero visability.
