WASHINGTON—President Barack Obama will announce this week a new aid plan for the Middle East and North Africa that U.S. officials say will be far bolder than previous American economic assistance to the region.
Mr. Obama will outline the plan, which could include debt cancellation and a reprogramming of financial aid the U.S. already provides to countries like Egypt, in a speech he is scheduled to deliver Thursday at the State Department.

The current southern flood and tornado victims should beware. In Iowa FEMA has been taking back previously paid money from tornado and flood victims of a few years ago. They want back $1M from one school district. With Obama you can’t count your chickens even after they’ve hatched. Unless you’re part of his gang, in which case he’ll throw in some extra goats.
Yes, I saw an older white Lady on the news a day or so ago she said FEMA wanted $5000 back from her. $5000 she did not have, she spent the money to fix the walls in her house after a flood. She is on a fixed income and 5K was a big deal to her, would be to me also.
