To be honest, we don't even know of the Hincapie information is accurate. There were anonymous sources who claimed what he said. He refuses to confirm it. From the article:

Later, Hincapie released a statement through his attorney: "I can confirm to you that I never spoke with '60 Minutes.' I have no idea where they got their information. As I've said in the past, I continue to be disappointed that people are talking about the past in cycling instead of the future. As for the substance of anything in the '60 Minutes' story, I cannot comment on anything relating to the ongoing investigation."

Hincapie has been implicated by other people in doping, but has never confessed. I'm not sure why there is a grand jury, because as far as I can tell there is nothing illegal about performance-enhancing drugs. But he'd have to have been careful, because if he DID testify, then anything he said now could be used to get him for perjury.
