'Limited' US Role in Libya Means No Need to Get Congressional Authorization

In an effort to satisfy those arguing he needs to seek congressional authorization to continue US military activity in accordance with the War Powers Resolution, President Obama wrote a letter to congressional leaders this afternoon suggesting that the role is now so “limited” he does not need to seek congressional approval.

“Since April 4,” the president wrote, “U.S. participation has consisted of: (1) non-kinetic support to the NATO-led operation, including intelligence, logistical support, and search and rescue assistance; (2) aircraft that have assisted in the suppression and destruction of air defenses in support of the no-fly zone; and (3) since April 23, precision strikes by unmanned aerial vehicles against a limited set of clearly defined targets in support of the NATO-led coalition's efforts.”

A senior administration official told ABC News that the letter is intended to describe “a narrow US effort that is intermittent and principally an effort to support to support the ongoing NATO-led and UN-authorized civilian support mission and no fly zone.”

“The US role is one of support,” the official said, “and the kinetic pieces of that are intermittent.”

Congress flexes its constitutional authority by defunding the operation.

BTW, this War Powers thingy is nonsense.

I couldn’t agree more.

As an ultra fiscal conservative and Constitutionalist I came to this conclusion when Bush and the Repubs went on their drunken binge of spending, war and anti-Constitutionalist actions.

The Dems continued and it got even worse. I switched from a lifetime supporting R-Party line guy to political independent who votes candidate and has never given another dime to the RNC. Instead I donate to candidates.

Congress isn’t about advancing the USA and “we the people”; it’s about advancing the interests of its own ruling political class. They are prostitutes to the power of office who will do and say anything to get money and get reelected. I am weary of seeing the same bs coming out of the mouths of the same faces.

The concept of an Imperial Presidency and the power of the Office of the Presidency needs to be knocked down more than a peg, and Congress needs to grow a set. This trend has been going on for some time, and let's be honest it escalated under Bush and 9-11. Trends continue until they are reversed and it is now becoming a danger to the power balance of our country.

Impeachment is the only way to reverse it and that was one of rationales that some Constitutionalists made for going after Bush. Without resetting the bar the trend is not our friend.

This is simple enough. This is Res gestae for when each of these promises are violated, particularly (1).

This then rises to an investigatory threshold -- then Congress cites Bobo's abrogation of the War Powers Act.

Whether or not it's impeachable doesn't matter. Bobo may have wandered into his own Desert One.

Why doesn’t anyone on Capitol Hill call for impeachment of Obummer now? This act of war is clearly unconstitutional and a breach of the law. How is not an impeachable offense?

0bama is arguing that his Libya war is insignificant, which means that he can’t fight (in court) a Congressional defunding of his new war with the old argument of an *essential* Presidential action to justify spending war money no matter what.
