Chicago newspaper calls out Congress over Obama defiance of War Powers Act
hot air ^ | 5/23/11 | Ed Morrissey

Posted on 05/23/2011 1:28:34 PM PDT by Nachum

If the War Powers Act becomes moot, don’t blame Barack Obama, say the editors of the Chicago Tribune today. In order to curtail abuses of power from the executive, the legislature not only has to pass laws but also enforce them. And thus far, they’re not impressed with the Washington Way in Chi-town:

Obama is on the horns of a dilemma. As a candidate, he said the president does not have the power to go to war on his own except in cases of actual or likely attack. But if he were to ask Congress to authorize the Libyan intervention, he would probably be rebuffed. So he’s chosen to simply ignore the law.

But ignoring laws is not what presidents promise to do when they are sworn in. Unless Obama wants to make the case that it’s unconstitutional, as some experts think, he should act (belatedly) to follow it or explain why the Libya operations don’t qualify. The latter would be a stretch, but maybe Defense Secretary Robert Gates wants to elaborate on his theory that Libya is merely a “limited kinetic action,” not a war.

...the legislature not only has to pass laws but also enforce them...

How does that happen? Does the legislature have a police department, or an army?

This is exactly a topic where the Republicans should be pounding him for hypocrisy, instead crickets.

Congress’ only ‘law enforcement’ power vis-a-vis the president of the United States is their power to impeachment and remove from office.

Is Mr. Morrissey suggesting Mr. Obama should be impeached?

What a joke these liberals are. If this were Bush they’d be marching in the streets demanding impreachment. The NEW YORK TIME would be leading a hanging party...the WaPo and THE NATION would be demanding an international investigation.

Liberals are lying scum...interested only in their own power.

First the liberals beat the conservatives into submission with accusations of ‘racism’ if they dare to criticize anything about The Won. Then they whine and moan that the tactic worked, and the opposition is submissive. They are too clinically insane [i.e.: liberal] to figure this out.

Oh well. Let’s hope they like their Frankenbarry. They created him, along with all his ugly/out of control ramifications.

If he isn’t then I am.

Certainly he should be impeached, and not only for this.
In fact if he isn’t impeched the whole Congress should be.

The “charter of negative liberties” can be edited by The Won any time he wants.

I'm not sure what to make of this by the Chicago Tribune.

In order to call out Congress on their lack of enforcing their own legislation, they have to also acknowledge Obama's "abuses of power from the executive," which I'm sure they are loath to do.

“The Congress shall have power to enforce, by appropriate legislation, the provisions of this article.”

Constitutional boilerplate.

They have the power to legislate, the power to finance, and the power to impeach.

If they feel the Executive branch is ignoring or misinterpreting the War Powers Act - they can pass new legislation to either enforce the first Act - or pass a unambiguous “oh yes you DO have to come to Congress” law.

If they fell it is justified they can also move on to impeachment proceedings.

Did anyone here call their Congressman today? I started calling on Friday, they were out of session and when I called today they were still not back in town.

This is worse than Obama Care or the Debt. This is by far the WORST thing he has done yet!!!! Our troops are NOT his own private security force and this sets a very, very bad precedent!

He sent our troops sighting the War Powers Act, allowing him to do it without any consent. They are now backtracking saying that the War Powers Act is unconstitutional. Plan B is to pull out and then go back and reset the clock.

Our illustrious John McCain is siding with Obama on this, in that he does not think that the WPA is Constitutional.

Please explain to me, WHY our elected officials get to choose which laws to follow? Who CARES what Obama and John McCain THINK!!! If they THINK it is Unconstitutional then bring it before the court DON’T ignore it and put our troops in harms way!!!!!

I am sooooo angry about this it makes me shake!!!!!!!!

BTW, even though I am in GA, I called Allen West’s office as well.
