Not entirely surprised. But it seems that Reid backed down and decided to let Rand introduce the amendment. And McConnell is picking up the slack by lobbying against it to the GOP members of the senate.

If I understand it correctly all his amendment does is reinstate the judicial oversight and require warrants to go through gun records instead of how they can currently just troll through whatever gun records they feel like.
