Illinois to Create Private Scholarship Fund for Children of Undocumented Immigrants

Illinois is on the verge of becoming the first state to create a private college scholarship fund for the children of undocumented immigrants.

The Illinois House, which on Thursday passed a state version of the DREAM Act by a 61-53 vote, sent a bill to Gov. Pat Quinn that would set up a state fund that would route privately funded college scholarships to as many as 95,000 children of undocumented immigrants.

The children would be able to obtain private college scholarships and enroll in state savings programs.

The measure, which Quinn, a Democrat, has said he plans to sign, had already passed the state Senate.

In a statement released after the House passed the measure, Quinn said: "I believe everyone has the right to a first-class education, and the Illinois DREAM Act strengthens Illinois' commitment to ensuring education for all."

THIS INITIATIVE MIGHT APPLY IN ILLINOIS----a way to proceed against illegals.

In 1996, Congress expanded the Racketeer Influenced and Corrupt Organizations Act (RICO) to include violations of federal immigration law.

1 While this expansion may not have received much publicity, it could potentially change the face of U.S. immigration law enforcement. Under the new RICO provisions, a violation of certain provisions of the Immigration and Nationality Act (INA) meets the definition of racketeering activity, also known as a "predicate offense,"

2 and an entity that engages in a pattern of racketeering activity for financial gain can be held both criminally and civilly liable.

3 Among other things, the INA makes it unlawful to encourage illegal immigration or employ illegal aliens,

4 which violations were included as predicate offenses under RICO.

The 1996 law changes in the INA made hiring illegal aliens a predicate act of racketeering activity under RICO, but illegal hiring wasn’t the only violation of the INA made a predicate act. Other INA prohibitions made RICO predicate acts were encouraging or inducing illegal immigration, smuggling, and harboring illegal aliens.10 Together, these additions make the RICO Act potentially a very strong new tool in the hands of private parties against persons and companies that profit by violating U.S. immigration law.

Additionally, the RICO provision regarding the unlawful encouragement of illegal immigration could justify a suit against a private entity, such as a bank, that accepts foreign-issued identification cards that are only needed by illegal aliens.

One example of this, of course, is the matricula consular issued by the Mexican consulates in the United States. Since both the supporters of the matricula and those who oppose its acceptance agree that only illegal aliens have need to rely on the card, acceptance of the card knowingly encourages illegal immigration. (Note well: no bank in Mexico accepts the MC cards since they are easily falsified.)

Part of the legislative intent of the RICO laws in general was to afford private citizens a remedy for lawbreaking when authorities normally charged with such enforcement became derelict in their duties. For example, in a town in which political corruption and racketeering activity have combined to the detriment of law-abiding citizens and the rule of law, the RICO Act was intended to provide private citizens the ability to initiate court action to compel enforcement and respect for the law.

Pelcastre brothers, Angel and Jorge, Dallas, Texas, were a walking threat to US national security, expert document forgers who, for a few thousand dollars, could give anyone a new identity, NJ L/E authorities said. The Texas brothers were a "one-stop shop" for a myriad of fake US documents, including birth certificates, Social Security cards, driver's licenses----for any state in the US------ passports and resident alien cards, said state police.

The Texas brothers turned a NJ hotel room into a business office and were readying a massive cache of fake Social Security cards for delivery to a local NJ identity broker. Officers happened upon two cars bearing Texas plates in a NJ hotel parking lot. Authorities wouldn't identify the NJ hotel by name for fear it would spark retribution. The Drug Interdiction Task Force regularly runs checks.

The Texas brothers were followed to a NJ office supply store nearby where they purchased computer supplies. Officers then followed the Texans to a NJ storage facility in Secaucus, NJ, where the Texans loaded several boxes into a car. One of them stood lookout. Authorities approached the Texas brothers when they returned to the NJ hotel and questioned them separately.

The Texas brothers consented to a search. Police recovered laminating sheets with built-in security features, pages of blank documents waiting for fake names and information, finished documents, computers and software to create the fake IDs. All told, the haul was worth about $500,000 on the street when sold to "impoverished illegals." Police also recovered $6,000 in cash, which was the first payment from a NJ fake document broker for a shipment of 500 phony Social Security cards. ####

Mishel Caviness of Hayward, accused of running a large-scale operation devoted to stealing people's identities.

HAYWARD -- A Hayward, California woman has been charged with numerous felony counts for allegedly running an identity-theft operation that created fake Social Security and California identification cards, checks and credit cards. Mishel Caviness, 40, was arrested Wednesday after an investigation by Oakland police and the U.S. Secret Service.

The probe began when an Oakland city employee reported in January that someone was fraudulently cashing her checks, according to police Officer Ryan Goodfellow and court records. Caviness was identified with the help of surveillance-camera footage from Bay Area stores, police said.

A search of her apartment on the 21000 block of Foothill Boulevard in Hayward last week uncovered a printing operation capable of making fake checks and credit cards, police said. Also found were 900 blank credit cards, personal information belonging to as many as 1,000 people, blank checks and computers, police said.

Alameda County prosecutors charged Caviness with forgery, identity theft, forgery of a driver's license and grand theft. She has a previous conviction for welfare fraud and told police that she is disabled and unemployed.

She is being held at Santa Rita Jail in Dublin in lieu of $325,000 bail.

There ain’t no doubt that the liberals would try to put us in re-education camps if they thought they could get away with it. Obviously, gun control has zero to do with reducing crime as that myth has been debunked all over the country. Nope, they want us disarmed so they can do what they will.

11 Illinois House Republicans joined the RATs in passing the DREAM act, most of them the usual suspects like Mark Beaubien, Sid Mathias (the Arlen Specter of the state House...been trying to primary him forever), Rosemary Mulligan (anyone named "Rosemary" or "Judy" in Illinois a RINO!), Raymond Poe, Skip Saviano (ultra liberal DIABLO), and Dave Winters. Worse, our House Republican "leader", Tom Cross, voted for it! I'm still paying back college loans after working two jobs to put myself through college in the early 2000s. Meanwhile our politicians are focused on making college "affordable" for illegal foriegners instead of their own citizens.

I guess I owe an apology to the RINO cheerleaders here. They said if we elected Mark Kirk and all the other RINO scumbags, it would "make Illinois a RED state". Fast forward 6 months later, and Illinois more RED than ever with our communist RED policies! Guess they were right!

(1) Is Illinois using tax-exempt revenue raised from education bond issues for illegals' scholarships?

(2) Did they advise investors in tax-exempt education bonds that revenue would be used for this purpose?

If not, Illinois misled investors as to the uses of tax-exempt education bond revenue. AND may be illegally converting tax-exempt revenue raised for one purpose for other purposes. That should be reported to the IRS and SEC.

Nope, liberals (at least ones elected at the state and local level) never claimed to be. In Illinois, they routinely usurp powers specifically delegated to the federal government ONLY (my favorite was RINO Gov. George Ryan going on his own taxpayer funded "trip to Cuba" to open up "Illinois-Cuba" trade relations), and gloat about it. The feds do absolutely nothing to stop them. That's why I find it rather amusing when the "abolish the 17th amendment" crowd claims that state governments have "lost all authority since 1913". This would certainly be news to Mike Madigan, Rahm Emanuel, Lisa Madigan, Pat Quinn, etc. They ROUTINELY stick their noses into ALL aspects of our lives, regardless of what the federal government has to say about any issue.

To qualify for the college savings pool, students must have a Social Security number or taxpayer identification number. Scholarship recipients must have at least one immigrant parent and the student must have attended school in Illinois for at least three years.

Either the state will accept SS#'s acquired through identity theft, or one of the parents is here legally, the kid likely a citizen, thus the legit SS#.

So we're not discussing children of undocumented immigrants, aka illegal immigrants, rather children with at least one legal immigrant, possibly a voter, the student beneficiary likely a voter himself if he/she is entering college.

So if I am understanding correctly, it appears that participation in the state-run savings pool (those are where students’ families contribute money for college) at least at outset of program, students must have social sec. number; hoever, they can go to college on loans, or scholarships even if they are a child 2 illegal parents and or be illegal themselves if they don’t join the state-run savings pool. If I am not mistaken, IL has allowed illegal immigrant students to attend IL universities with out-of-state waivers for several years. Chicago is a sanctuary city as well.

Aside from all this-— If you have no SS number (only a stolen or rented one) the IRS will be happy to accept tax payments from you via a taxpayer ID number given to you. Many illegal aliens pay taxes via taxpayer ID number
