With LBJ in office, the rioters thought (correctly, as it turned out) that the mobs could smash, burn and loot without much consequence.

There was plenty of consequence. Places that rioted the worst haven't ever recovered.

Capital goes where it is wanted and stays where it is well treated, that goes doubly so for the human beings who own the capital.

No doubt about the consequence to the cities at all. I’m speaking about the consequences to the looters and the mob.
