Yes, you’re right. Some do. A friend of mine from Kenya — wonderful girl — says that this is just “the culture.” They go in and politely ask that you just do nothing while they take whatever it is they want. Then they leave.
That’s it. And you can do nothing about it. They take what they want and you just stand there and you don’t complain.
We ARE certainly a third world country where this is occuring. Could be some illegal African immigrants ring leading ...because this is what they do.
