Since Hispanics are the fastest growing population group in Texas, they probably will pick up one or two of the new districts. I would just go ahead and assume that right now.

This whole thing with whites in Texas making up less than 47% of the population, and dropping, is going to help the Democrats pull off some crazy districts in the future.
