Does this mean there was no helping the private sector before, but now it's finally time to help the private sector?

Goolsbee maintained that "the trend is really clear" on positive job growth in recent months, when the economy added one million jobs in the private sector.
"Don't make too much of any one month's job report because they are highly variable," said Goolsbee
And how about that "trend"? It's clear, but "Don't make too much of any one month's job report"; Isn't it 3 months to make a trend? But don't make much of 1 month?
They might want to get Christina Romer back and try that "2 heads are better than 1".
