The hot dog, or frankfurter is sometimes called a “wiener” and those companies who market their products as “wieners” spell it that way, with and “ie”. The diphthong “ei” is generally pronounced “eye” as in Stein, Reichmann, Heifitz, Eichmann, Meir, etc.
It would seem that the congressmen has chosen to mispronounce or misspell his family name ... and to have everyone else do so too ... to make it sound like a phallic synonym.
