I don't see why the Hatch Act wouldn't have some application here. It would even affect government employeee serving the food and adult beverages to the donors assembled in the White House, a government building.
The Hatch Act, among other things, prohibits government employess engaging in political activity while....on duty, wearing an official uniform, in a government building......
Even the chef would come under this description.
