No, he was speaking in Spanish because it is his native language and he thought he could communicate better. The speaker actually called into the Morning Show on KLBJ today and he can communicate very well in English.

Another reason that English should be voted in as the official language of the US. If it matters so much to you that you should live here, then learn the language of the country.
