The problem you have here is that Obama doesn't make the same case you are making. Obama says there “is no war”. That is a lie to the American people for his own political damage control.

And the media is complicit in the lie. In Iraq our media were in hotels down the street from Saddam’s places and showing us video every night of it. On our ships with video of every plane taking off.

But, no such thing for Libya. So I guess it must be true what Obama says - we are not in a war with Libya.
