The article says: "The child has to have lived in Texas the three years leading up to high school graduation.."

Thanks for clarifying that, but I'm still confused. Does "child" mean:

  1. someone born on American soil and thus a US citizen
  2. someone not born on American soil nor born to US citizen parents; a 100% non-US-citizen who came to this country illegaly as a child, and been residing illegally in Texas for three years
