Gov. Dannel P. Malloy said today he will outline spending reductions and mass layoffs next week in response to the apparent collapse of his $1.6 billion concessions deal with state employees.
"We're talking about large-scale position reductions pretty quickly," Malloy said after speaking at an economic development event at the University of Hartford.
With notice requirements, most of the affected employees will lose their jobs by Sept. 1, he said.
Speaking publicly for the first time since it became clear Wednesday that the concession deal was faltering, Malloy was restrained and even rueful in his response.
Voting on the deal continues through Friday, but he offered little optimism that the concessions can be saved.
"I think we probably know what the results are, which means that we'll proceed with what we have to do," Malloy said.
A special session of the legislature is expected next week to approve a revised budget that Malloy says will be ready Monday. It is likely to call for 7,500 layoffs, a number large enough to bump the unemployment rate from 9.1 percent to 9.4 percent.
He waved off a question about whether he was disappointed that Connecticut soon would join the ranks of states slashing its public-sector workforce.
"I don't have time to be disappointed," Malloy said. "We move forward. I've been clear that one way or another we were going to have a balanced budget."

Is he Dem or Rep? Even so, it depends on how much he wants his state to have a balanced budget, which I assume is req’d by state Law/Constitution.
Don’t forget, this moron governor is increasing spending in his budget, not decreasing it. He is giving us here in CT the largest tax increase in our State history. He is truly a psycho.

Same thing happening in NY. Cuomo says 8900 layoffs or else new 5 yr contract with 0% first 3 yrs, 2% last 2 yrs. Also 6% increase in health ins. Union will probably vote no.
Good—a little more local tyranny deposed in one state.
And as usual the cuts will come from police and fire because these are the only things a rat can cut. Other than that I love it when union stubborness costs them jobs.
Rat. He needs balanced budget but, but increase spending and taxes while asking for 2 billion in union concessions and only got 1.6 billion.
Which I’m assuming is what they call “aide to cities and towns.”
He should start layoffs with the folks who self-select during the winter when warnings go out for “non-essential” personnel to stay home during wintry weather.
If the budget won’t cover their salaries he will be forced to.That means if they are that far into debt then those who have worked for the past 10- 15 years could be shed overnight withut enough senoirty to keep them.
Cuomo is padding his resume to run for president. With his refusal to raise taxes and “hard line” with unions, he is posturing as a moderate.

This is just a Friday feint by Malloy. Of course he will keep spending, paying out the unions and killing jobs.
The list of things being taxed that were not taxed before July 1 (retroactive) makes me (a hard worker) want to desert Connecticut once and for all. However, because of newly enacted laws and federal political greed, I would have a hard time selling my property now, even online. Meanwhile I have to pay more for everything and more in taxes on my income, my property, my auto and state fees.
