I think the Tenth Amendment which states: “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people” DOES limit the powers of the Federal Government to those enumerated in The Constitution.

In fairness to the Federalists, it is a bit much for me to ask for them to imagine the coming of “the meaning of the word ‘is’ is” era, when common sense would be abandoned, which I believe that even the proponents for the Bill of Rights would be a bit shocked at how far we would let that insanity get...

I think the Tenth Amendment ... Psst, I just want to whisper to you that Time may not consider this germane, it is, after all, an AMENDMENT and not part of the original document. Time Magazine, after all, wants to be exact.
