Yes, and sadly a lot of it has been promoted by those same European-descended Americans, who used the mass media to turn violent thugs into saleable items that then became something every impressionable teenager in the US thought he should emulate.
About one of the only true things Jesse Jackson ever said was that what "goes around, comes around." That is, this behavior among blacks was tolerated and even admired (mostly by middle-aged white music execs), and now it's not surprising that it has been adopted by huge numbers of young people throughout the country: criminality, violence, aversion to marriage and adulthood, laziness, girls who flop over on their backs for any passing male, etc.
