Maybe later, I looked quickly for one and couldn’t find it. However I remember a number of articles at the time complaining about the “inconvenience” Israelis were going to getting visas to the US. Particularly kids who were coming here for the summer to work at camps, and students with attendence deadlines, since months were added to the approval process. It may have been another “designation”, and the process may have been streamlined since I haven’t heard the complaints for years. But it was definitely a problem caused by Israel being grouped with other at risk states. AKA those with large Arab/Muslim populations, though we wouldn’t say that directly.

When you have a moment, but seriously, I don’t think you will find it. This is one thing I am sure of. They have always been considered a partner. It would be like placing the UK on it. Although, their country has had many more problems with their citizens than Israel.
