Let them get into international waters.

Then deploy a heavy cable/wire net in a manner to foul their props.

Should not be that hard to find a way, no one gets hurt, but the vessel will be dead in the water and have to be towed to port.

Might be able to use old fishing nets, “Aw gee, fishermen should be more careful”.

Once in port inspect again, whatever they meant to sneak in will be aboard this time.

Gee. What a good thing that Ashdod was right nearby. We’ll get that fishing net off your props in about as long as it took them to find the coke in the car in The French Connection.

Attacking a merchant vessel in international waters? That is an act of piracy. And fouling their props would be hard to do, certainly if remaining undetected.
