Obama is not going to make ANY budget proposal, at all.
If he made one he’d have to defend it. He knows any proposal he’d like to defend can’t get passed by Congress.
If he made one himself he knows he cannot produce one that will satisfy his base and get passed by Congress as well.
To make a budget proposal to get passed by Congress Obama has to make difficult choices, choices he is not going to make himself. So, he’s not going to make those choices, on his own.
He may in the final analysis have to approve them, to get something passed to his desk from Congress.
What he’s waiting for is a proposal he hates, a proposal he was not part of, a proposal that is not his, but one that he must sign to avoid default; so that as soon as he signs it he can start campaigning against it.
He’s not leader. He’s a stand-in for an ideological agenda.

Obama DID propose a budget earlier this year. What do you know... when the time came for the Senate to vote, EVERYONE VOTED AGAINST IT !! 97-0 !! Even his own party did not deem his proposal worthy of passing.
He doesn’t want to go through another embarassment again.
