Considering what this is costing the tax payers, the enormous strain on the system etc, it's begs the question:

Probably because Speakers Craddick and Straus wouldnt do anything, Dallas has had a lesbian latina sherrif since 05, and the majority of Dallas “residents” live outside the city, so the large Hispanic population of Dallas has voted what they want. Its the same reason the House hasnt pushed more of what we want in the US Congress. It is fruitless in the current political reality.
