U.N. Official Calls for Texas Governor to Block Execution of Mexican National

A top United Nations official is urging the governor of Texas to call off the execution of a Mexican national convicted of murder because he was not told of his right for diplomatic advice when he was arrested, according to Reuters.

U.N. High Commissioner for Human Rights Navi Pillay is calling for Gov. Rick Perry to commute the sentence to life in prison for Humberto Leal Garcia. Garcia was convicted of raping and killing a 16-year-old girl in February 1998.

"The lack of consular assistance and advice raises concerns about whether or not Mr. Leal Garcia's right to a fair trial was fully upheld," Rupert Colville, Pillay's spokesman, told Reuters.

IMHO, when you are traveling in a foreign country, it is up to you to know your rights in relation to that foreign travel. All such information is available at a person’s country’s version of a state department prior to his departure.

Former Texas Solicitor General, Ted Cruz defended the state of Texas and won in the US Supreme Court back in 2004. The Supreme Court ruled that the World Court had no jurisdiction. He’s a 2012 Republican candidate for the US Senate seat currently held by Kay Bailey Hutchison.

These bastards....Yet another Mexican rapist/murderer whines about his rights. They need to stay home, where they can apparently rape, murder, kidnap, and torture at will. What horrific luck we have to find ourselves bordered by a failed dysfunctional state that produces so many failed, dysfunctional, and downright evil people. The poor USA...SO FAR FROM GOD AND SO CLOSE TO MEXICO.

No it doesn't. Consular assistance wouldn't change the facts of the case. The appeals process didn't see it as an issue. Finally, if he thought the consulate could do anything, he had a defense attorney that could've contacted them.

Your way is more true in so many ways. Repatriation of millions from workers in the most productive economy in the world - and we get their human refuse - those fleeing the law or riled up locals, those not making it at home and willing and able to break the law.

Until we go after employers this is a losing battle. As long as illegal labor is economically viable, and until there is enforcement of existing laws - the ‘invisible hand’ will supply the illegal work force.

It’s pretty lame that it’s taken 13 years from arrest to execution. I think they should give people in capital cases first-rate representation, but expedite the process such that acquittal (or execution) occurs within 3 years, at most, after the arrest.

Rick will let them give him the needle. Cuz Perry is light on immigration and could have pushed through the sanctuary cities law if he wanted to. TSA pat down law too. Texas just had a special session and these issues were another Perry kabuki theatre.

If Perry tells the UN to screw itself and mind their own business I’ll take back everything I ever said about him that po’d me. Bush tried as President to have the state commute the sentence of another illegal butt-wipe that killed those two girls in Houston in the early 90’s. Texas didn’t listen then and Texas shouldn’t listen now. BTW they finally executed the last of the vermin in that same case last year. God bless Texas!

Yes, her run for the governorship was a miserable failure in 2010. Also, she had originally given strong hints that she would resign her senate seat in 2009 to give full attention to the governor's race. I think she was persuaded not to run due to the need to not give the DemocRATS a party line cloture vote. Her hints of giving up her seat encouraged lots of Republicans to explore running for her seat and others to run for the positions that would be vacated by those candidates. Ted Cruz had originally intended to run for Attorney General in 2010, because Attorney General Greg Abbott was going to run for the senate seat. When KBH decided to not resign, everyone else had to change plans. KBH decided to retire at the end of this term rather than face a really strong primary field 2012. Once the appetites were whetted, and potential candidates formed committees, there wasn't going to be any turning back on running for her seat.

Oh, poor misunderstood illegal . Even the poor 16 year old girl that he raped and murdered would want him to have proper UN representation. I am sure that his sentence would have been ruled excessive and he would be able to walk stalk again elsewhere. Yes, if only that 16 year old girl were here today, she would speak out in his defense, but darn he killed her!
