So if 51 out of 100 schools were examined, and 44 of THOSE were cheating, I can see why the reporters wouldn’t want to present the REAL proportion of cheating schools.
These must be private charter schools in Republican districts!
There’s no way that Government run schools in Democrat territory with Union hacks and liberal “teachers” had anything to do with this! [=

It's not like holding them back is going to do much good. Keep passing them until they're 16 and drop out formally, hold them back until they're 16 and drop out formally... what's the difference?
What do you do with kids whose parents (probably single mother) are negligent and who skip school half the year and act out the other half? Find them new parents?
Best I can come up with is to get them out of the general school population and into an alternative school so the rest of the kids can learn without the problem kids dragging them down.
If any of you are familiar with the City of Atlanta and its political structure, this is not a surprise. For those of you who are not familiar with Atlanta politics, this is nothing compared to some of the other things that have gone on and continue to this day. But of course, to go after anyone in the city, you will automatically be a racist and then you’ll have the wrath of Andrew Young and the Concerned Black Clergy to contend with, all ready to burn your house down. That place is just as corrupt, if not worse, than any New Orleans or Chicago could ever be.
Homeschooling and private schools are just impractical here in NJ, where you have to raise $10K just to pay your property taxes (most of which are school taxes). Private schools have a problem attracting talented teachers because the pay scale of public school teachers draws most educators into that scam; their costs are through the roof as well. The Catholic Church has not made education a priority in this very Catholic area; most Catholic schools from my childhood are closed, despite the fact that most our immigrants are Catholic. This probably contributes to their lack of Mass attendance and vocations as well, but they are short-sighted in their solution.

A few years back a mexican kid came to work where I work and was having problems with our OMS (operatrional method sheet) I asked what was wrong and he said he could not read. I knew that inorder to work there you had to have a GED or HSD. I asked him how did you graduate, and he said the teachers would read him the questions and he would give them the answers. The kid was smart but could not read english.
Today the Atlanta school system has been uncovered as a criminal enterprise. The local media, hundreds of teachers, principals and government officials have been exposed as cheaters. This is what happens when gender and race become more important than competence. This is also what happens when parents are denied by law the right to funnel their resources into government free schools.
You may not be familiar with the power of the casserole, but Southern Baptists are.

There’s probably not a Southern Baptist in this great and powerful country who doesn’t have at least one casserole at the ready in their freezer.

How is homeschooling impractical? It’s far less expensive than private school and you have total control over the curriculum. Not only that, but the parent sets the hours of study, and there are support groups.
Why are the Catholic schools closed? Do you mean they are full, and can’t accept new students? Or, are they literally closed?

Ah, so that’s it. Um, what if you hate casseroles? Wouldn’t the soothing power be diminished?
The lost income to have a parent homeschool, which is compounded by the fact that my wife could go only so far teaching something like math (while I bring home the bacon) makes it difficult.
The Catholic schools are literally closed; they couldn’t compete when parents basically had to pay one “tuition” in school taxes on top of another one for Catholic school. In the past the parish could subsidize a school with Sunday collections, but at this point the parishes are starting to die out as well (a few churches have already closed as well). We close 3 - 5 Catholic schools per year in my diocese; there won’t be many left in a few years.
Our clergy have done nothing to keep our schools alive; now they bemoan the fact that nobody contributes to a parish that means nothing to them anymore. Once parishioners realized they were just subsidizing the clergy, there really wasn’t much incentive to give anymore.
