Maybe we should give cops tranquilizer guns and have the fish cops shoot the nuisance bears and kill them since there are way too many incorrigible nuisance bears anyway. We give much more deference to animals in this country today than we do to people. There is unbridled outrage when somebody drowns a cat but nary a whimper when thousands of unborn babies are legally put to death every day.
Wow, that was quite a tangent. I’ll address only one of your points. In a perfect world we are taught to isolate and contain the crazies until a specialized rescue unit gets there. However, if they are threatening someone directly with a knife and refuse to drop it, bang bang.
