You got me thinking... There was a racist joke that went around "Q:How do you define 'chaos'? A:Father's Day in the Projects". I have a plan that would make Sun Tzu proud and retire that version of the joke. Simply phone in an anonymous "tip" that you saw barbiturates being handled at an address that just so happens to be the SPCA.

Imagine a "target rich" environment where every JBT would have dozens of "aggressive threats" to dispatch. The melee would empty the city's arsenal while simultaneously removing this bad seed from the gene pool from all the cross-fire, over penetration and ricochets.
