I’m pointing out that while he his noting the transition, his comments do not contain admission that the guns in question would be released uncontrolled - which is the criminal act. What he said can be construed as just increasing what is presumably legal investigations.
But he describes operational parameters and funding that are known to be specifically part of F&F not Gunrunner which puts him pretty close to admitting he knew the exact changes down to allowing guns to cross the border. See the second link in post #39 and listen to DAG Ogden detail it even more, at about the same time as Holder’s speech in Mexico, where he names 0bama as ordering this new phase of Gunrunner, later to become known as F&F, and he names Holder as well.
