I'm for Tagging them with an RFID Chip.

In the 'olden days' a tattoo may have been better but now these people tattoo their face and whole body. And the gubmint one would 'disappear'.

So I say go with the RFID Chip. It's fast, cheap, and they can be tracked *almost anywhere* (Hello NSA).

Course, I hate to be accused of being "tolerant and compassionate" / snix.........but I say implant a GPS in their backpacks.

They're never without these b/c they carry the asst documents for the multiple identities they use to ride the US gravy train.
