I wonder where the tipping point lies for either the hoi polloi to stand up to the “legislation without representation” (that will stem from the creation of this council) or for the Congress to exert it’s legislative authority over these councils.
(as a side note, I realize these councils to be extensions of the executive branch, but the councils also tend to usurp some of the legislative authority of the congress as well)
Where I live, in a blue state, they are buying the support of the Republicans with the promise of construction jobs for their Gateway project. The Republicans are actually selling out.
There is a bill before congress right now, proposed by Miller and Issa of California, to allow state EPA rules to be used instead of Federal rules when the state rules are as strict as the EPA rules. This can only mean that they want state rules that are stricter than EPA rules.
I don’t understand why two Republicans would be proposing this. I think the number is HR 2043.
