But does Obama have the authority to do this? I believe, if this were to be done via the Constitution, it would have to be Congress.

Obama doesn’t have the authority to do half of what he’s done. But to mention it here, and mention my frustration with Republicans in letting him get away with it gets me an invitation from Freepers to head over to moveon.org.
