There is no such thing as government surplus. It is, factually, overtaxation. The “surplus” rightfully belongs to the taxpayers and should be in the form of lower taxes or refunds.

That was my thought, why not return it to the taxpayers.

They return to the taxpayers any surplus in excess of 10% of the state budget. Seems prudent to me, so long as they don’t go overboard with budget incrases....
