Well, I looked up "Grad Rocket", and it's an MLRS.

Hopefully, somebody wanted to add some pizazz to a concert or a rave, and protect it from electronic pilfering, because the types of warheads available include smoke, illumination, and radio jamming.

(As well as AP mines, AT mines, and fragmentation)
