Yes, it is a waste of government money.
Having said that, though, if the populations are statistically valid, if the methodology is sound, and if the data was accurately compiled and interpreted, it would tend to counter the argument about prostitution being a victimless crime.
A lot of if's and I haven't looked at the report, so I don't know if any or all of the "if's" are met.
Put this in the same “duh” category as the study that showed the highest crime cities vote democrat and the lowest crime cities are politically conservative.
