After noticing a surge in out-of-state applicants without Social Security numbers, Department of Licensing officials in November began requiring proof of state residency from any applicant who lacked a Social Security number.

This statement is complete BS. When I moved to Washington in 2008 I promptly went to the DMV with my wife to get new licenses. Because we were still waiting to close on our new home, we had problems showing enough proof that we were residents of Washington. I had a bunch of documents of their list, but a contract on a house wasn't good enough to prove I was setting up in the state. Meanwhile the line next to me was moving at warp speed, all spanish speakers turning in Oregon licenses for Washington licenses. Didn't see them showing proof of residency.
